Introduction
Rural and Northern Child and Family Services (RNCFS) has an exciting new opportunity to build a new Intake service system in the Parkland area, to respond to mandated child protection reports and provide related services. RNCFS is seeking to hire a Program Manager who will supervise a team of Child and Family Services workers who will be filling the function of Intake Investigators, Family Service/Child in Care workers, Foster Care management, supervision of support workers and more. Dauphin and Swan River are located in the Parkland Region of Manitoba. This region is a forest oasis with infinite adventures. A national treasure along the Manitoba escarpment. It gets its name from its landscape – pockets of forest emerging from grasslands and has the added bonus of a range of hills formed by glaciers know as the Manitoba escarpment. Ability to Provide and Maintain Satisfactory Adult Abuse Registry Check
Must be available to work evenings, weekends, statutory holidays and the after hours stand-by rotation when required and occasional extended/overnight travel
Must have and maintain a valid Manitoba Class 5F Driver's Licence and have access to a vehicle with the ability to travel on government business within the Province of Manitoba
Qualifications:
Essential:
Post-secondary degree in Social Sciences (BSW Preferred). Other combinations of education and experience may be considered.
Leadership experience in a social service delivery environment which includes managing administration of programs, managing service delivery to clients, and planning and evaluation of services delivered to clients.
Significant Child & Family Services case management experience.
Experience interpreting, evaluating and implementing policies, processes and procedures.
Strong interpersonal skills with the ability to develop, foster and maintain respectful relationships with diverse external and internal stakeholders.
Strong analytical and problem solving skills including the ability to synthesise information, make recommendations and decisions.
Excellent verbal communication skills with the ability to express ideas in a clear, concise and organized manner for a variety of audiences.
Excellent written communication skills with the ability to express ideas in a clear, concise and organized manner for a variety of audiences.
Excellent organizational skills with the ability to manage, prioritize and meet competing deadlines.

Desired:
Experience in financial management activities, including planning, budgeting and/or expenditure control for operational programs.
Knowledge of The Adults Living with an Intellectual Disability Act, The Social Services Administration Act, The Manitoba Assistance Act, The Personal Health Information Act (PHIA), The Freedom of Information and Protection of Privacy Act (FIPPA).
Strong political acumen with the ability to manage confidential and politically sensitive material and situations in an appropriate manner.
Experience in Human Resource Management and the ability to supervise a service delivery team. Supervision includes attendance and performance management, orientating, training, coaching and developing staff.
Duties:
Reporting to the Service Director, the Program Manager is responsible for planning, delivering, and evaluating the programs and services provided by Rural & Northern Child & Family Services (RNCFS): Child Family Services Programs. Services may include Intake, Protection, Children in Care, Foster care, Adoption and Voluntary Family Services. The Program Manager may also manage the area Child Abuse Committee and Emergency After Hours Services Program as required.

The Program Manager provides leadership, clinical and program knowledge in a wide variety of management and supervisory activities that are essential with direct service delivery, program development and evaluation, operational planning; identifying gaps in services; crisis resolution and human resource management.

The Program Manager ensures staff compliance with professional and program standards; provincial policy and regional service priorities; cultural and community compliance with the principles implied in the Child and Family Services Act, Legislation and related Regulations.

The Program Manager is a member of the RNCFS Branch Management Team and directly supervises five to nine social workers who work in a variety of CFS service areas.
