Overview
The Assistant Secretary-Treasurer will provide educational, financial, and operational leadership as part of the Divisional leadership team. This role will assist with the preparation of the annual budget, financial statements, and other ad hoc reporting requirements. The Assistant Secretary-Treasurer will also be responsible for maintaining and continually improving internal controls and best practices.
Responsibilities
• Direct and coordinate the accounting functions of the division.
• Provide oversight to the Finance department staff.
• Assist the Secretary-Treasurer/CFO in preparing financial reports.
• Prepare the annual non-audited financial statements for the Province of Manitoba.
• Lead the preparation of the month-end statements and annual audited financial statements.
• Prepare working papers to support the monthly financial statement package.
• Coordinate with external auditors to ensure the annual audit is completed efficiently and on time.
• Participate in the annual budget development process.
• Prepare reports and analysis to support the reporting requirements of the provincial Department of Education.
• Support school administrators and department managers in financial matters and policy/procedure application.
• Provide oversight and guidance to schools for School Fund Management, budgeting, and accounting.
• Plan staff development and training for employees to ensure competent and current skill levels in finance management.
Qualifications
• Accounting, Finance, or Business Degree, or a recognized professional designation such as Chartered Professional
Accountant (CPA), or those working towards the CPA designation.
• Minimum of five (5) years of progressive experience in accounting or finance.
• Experience leading/coordinating a finance team in the public or private sector.
• Knowledge of public sector accounting standards.
• Knowledge of legislation/regulation pertinent to educational finance and Financial Reporting and Accounting in
Manitoba Education and Early Childhood Learning (FRAME).
• Experience in budget preparation and full-cycle accounting.
