Position Conditions: This is a full-time, permanent position of 36.25 hours per week. This position is not included in a Collective Agreement. The City of Brandon reserves the right to underfill this position.
NOTE: Successful applicants must obtain satisfactory results from a criminal background investigation.
Rate of Pay: $69,798.99 - $75,310.03 annually (2025 Rates)

This competition will include testing and an interview.
PURPOSE OF POSITION
Reporting to the HR Officer, the Recruitment & Retention Specialist is responsible for the planning and coordination of recruitment and staffing activities for the City of Brandon. The role ensures the attraction and retention of qualified candidates aligned with organizational goals, legislative requirements, and applicable collective agreements while delivering an equitable, timely, and positive candidate experience. The successful candidate will enjoy connecting with people, building relationships, and recruiting beyond job postings.
TYPICAL DUTIES AND RESPONSIBILITIES
• Develop, execute, and continuously improve recruitment and sourcing strategies for a broad range of municipal roles (unionized, out-of-scope, permanent and non-permanent).
• Draft, review, and post job advertisements across diverse platforms; municipal branding standards.
• Create engaging content and leverage digital and other platforms to promote the City to attract top talent.
• Host, attend, and promote recruitment campaigns, job fairs, and community outreach events to build awareness and attract qualified candidates.
• Collaborate and actively recruit talent from colleges, universities, and other technical or educational institutions through targeted outreach and relationship-building initiatives
• Analyze engagement metrics to refine promotional strategies and improve outreach effectiveness.
• Coordinate with the hiring managers and HR Generalists to clarify staffing needs and challenges.
• Track and report recruitment metrics (e.g., time-to-fill, time-to-accept, source-of-hire, diversity and inclusion indicators) and recommend improvements.
• Research emerging talent markets and implement innovative sourcing methods (referrals, social media, professional networks, community partnerships).
• Ensure compliance with employment legislation, human rights, accessibility standards, privacy laws, and collective agreements.
• Support HR Generalists and Managers with workforce planning, succession planning, recalls, and seasonal staffing cycles; coordinate with Payroll and HRIS on staff changes.
• Stay informed on labour market trends, recruitment technologies, and best practices.
Maintain updated procedures, templates, and FAQs related to recruitment and onboarding; contribute to HR projects and continuous improvement initiatives.
• Support the Corporate HR Officer with analyzing stay and exit interviews to understand trends and develop strategies and actionable insights to leadership to improve retention.
• Prepare regular updates to HR leadership and contribute to workforce planning.
• Collaborate with the Corporate HR Officer to develop and implement strategies that strengthen employee engagement.
• Collaborate with HR leadership to enhance workplace culture.
• Act as an ambassador for the City of Brandon, providing detailed information on career opportunities, values, culture, and total rewards
• Prepare presentations as required for recruitment campaigns, facilitate workgroups and meetings
• Perform other related duties as assigned.

MANDATORY QUALIFICATIONS & EXPERIENCE
• Grade 12, G.E.D., C.A.E.C., or Mature High School Diploma.
• Post-secondary education in Human Resources Management.
• Valid Class 5 Manitoba Driver’s License as up to 60% travel is required.
PREFERRED QUALIFICATIONS & EXPERIENCE
• Post-secondary education in Marketing, Communications or a related field.
• Minimum of two (2) years in recruitment, retention, sales, or business development; public sector and/or unionized environment.
• Minimum of one (1) year in public speaking, public relations and marketing.
• Registered Professional Recruiter (RPR) designation or ability to obtain within 6 months of hire.
• Demonstrated experience designing and facilitating structured selection processes and assessments.
• Experience with Dayforce.
WORK CONDITIONS
• Works independently and as part of a collaborative HR team to deliver quality services.
• 36.25-hour work week; occasional evenings/weekends for recruitment events.
