Position Conditions: This permanent, full-time position will be offered in accordance with conditions identified in the Collective Agreement between the City of Brandon and CUPE Local 69. This opportunity is open to all applicants; however, first consideration will be given to current City of Brandon CUPE employees. The City of Brandon reserves the right to underfill this position.

Rate of Pay: $27.33 - $29.90 per hour (2026 Rates)

This competition will include testing and an interview.

PURPOSE OF POSITION
The primary responsibility of the position is to receive and process all materials accepted through the Diversion Depot located at the Eastview Landfill.
This person may also be responsible for the delivery, coordination and maintenance of collection carts, which will include assembly and repair tasks and all other tasks related to the department which serves to ensure a high standard of customer service for its users. This person will also participate as part of a working team that may perform tasks required for the safe and efficient operations within the City’s Landfill, including site maintenance, Material Recycling Facility (MRF), Collections, and Scale Operations, as required.

TYPICAL DUTIES AND RESPONSIBILITIES
• Monitor and inspect materials being managed for the Diversion Depot to ensure compliance with all applicable regulations and departmental policies;
• Educate customers on accepted and non-accepted products, as well as the overall use of the facilities;
• Will provide onsite quality assurance to residents and customers for proper placement of materials throughout the landfill while maintaining a high level of professionalism and customer service;
• Perform material audits and informs admin staff when orders of supplies for any Diversion Depot materials are required;
• Informs admin staff when shipments of outbound materials are required;
• Perform a various range of service requests within the section, related to the delivery and repair/assembly of residential collection carts;
• May support waste collection needs for special events, including delivery and pickup;
• Perform repairs as required on collection carts, such as lid or wheel replacements;
• Assist with collection tasks as required, both residential and diversion depot related;
• Coordinate and organize work requests based upon computerized data and locations of request to maximize efficiency;
• Performs loading and unloading of palleted materials and metal roll off refuse containers within the work site with the proper equipment, in a safe and efficient manner;
• May operate a variety of equipment, such equipment may include an automated refuse truck, small sized rubber-tired loaders, forklift, front load or rear load truck, and shuttle hook truck with various sizes of all-purpose containers;
• Performs pre/post equipment inspections of equipment;
• Maintains Diversion Depot facility, including regular inspections and cleaning, dependant upon seasonal needs;
• Performs work from site drawings, oral and written directions;
• Performs all duties using safe work practices and ensuring work conditions as required by the Workplace Safety and Health Act and City of Brandon safety regulations are met and maintained;
• Maintains records required in the operation of the Diversion building, Landfill, Residential Collection, Materials Recovery Facility (MRF), and Scale;
• Perform the duties of the Scale Operator in times of need;
• May be required to provide traffic control at site during peak times or when scales are not properly functioning;
• May be required to perform various site maintenance such as grass cutting, whipper snipping, snow and ice maintenance;
• Performs all manual tasks required in the operations of the Solid Waste section.

MANDATORY QUALIFICATIONS & EXPERIENCE
• Grade 12, G.E.D. , C.A.E.C., or Mature High School Diploma;
• Must possess and hold a valid and subsisting Class 5 Province of Manitoba driver’s license;
• Must hold and maintain a Transportation of Dangerous Goods Certificate or obtain within 60 days of appointment;
• Must obtain and hold Landfill Operating Basics (LOB) certification within one (1) year of appointment;
• Must have completed Workplace Hazardous Materials Information System (WHMIS 2015) course or obtain within 60 days of appointment;
• Must obtain and hold a Fork Lift Operator’s ticket within 60 days of appointment;
• Required to obtain and hold all certifications required by provincial regulations.

PREFERRED QUALIFICATIONS & EXPERIENCE
• Possess a valid and subsisting Class 3 with Air Endorsement Province of Manitoba driver’s license, or ability to obtain within six (6) months of appointment;
• Sufficient experience operating Equipment Operator 2 classification equipment (loaders, tandem trucks) to have demonstrated skills in its safe and effective operation, minimum 2 years experience.

WORK CONDITIONS
The Solid Waste Operations Worker works independently and in a team environment.
• Works in a shared and consultative manner with other employees (daily);
• Self-motivated and quality driven to perform independent projects and facilitate team goals (daily);
• Necessary to work in all types of weather conditions (daily);
• Works in areas of unpleasant noise levels, dusty environments, high traffic areas, large insect areas, and adverse odours and varying weather conditions (daily);
• Must be available to work varying shifts, including weekends, overtime and call outs (occasionally);
• Must be available to work on a regular shift including Saturday and Sunday shift rotation;
Responsible to the Solid Waste Service Specialist, or designate.
