Position Conditions: This is a full-time, permanent position of 36.25 hours per week. This position is not included in a Collective Agreement. The City of Brandon reserves the right to underfill this position.
Note: Successful applicant must obtain satisfactory results from a criminal background investigation.
Rate of Pay: $85,054.69 - $91,769.33 annually (2026 Rates)

This competition will include testing and an interview.
PURPOSE OF POSITION
Reporting to the Manager of Application Support & Project Management, the Business Solutions Specialist will be responsible for supporting the corporation’s business improvement needs through business analysis and functional training.
This role collaborates with business leaders and the Innovation, Technology and Communications department to analyze processes, gather requirements, and support the design and implementation of solutions that improve efficiency and achieve business goals.
The Business Solutions Specialist must have strong communication, customer service, troubleshooting, organizational skills, and the ability to complete assigned work with minimal supervision.
TYPICAL DUTIES AND RESPONSIBILITIES
• Work with business units to assess areas of process improvement.
• Work with business units to help set vision and technology directions.
• Plan and manage projects (all phases of solution life cycle) including activity management, technical resourcing, risk and issues management and addressing information security requirements.
• Drive business case development to enable the organization to make informed decisions, allocate resources wisely, and ensure business improvement projects are aligned with goals and priorities of the organization.
• Define, manage, and maintain the technology solutions portfolio for one or more business units.
• Follow industry software trends and product releases.
• Provide training to the corporation on productivity tools.
• Perform user acceptance testing (UAT) for vendor and inhouse built applications.
• Work with customers on developing user stories for application development and version releases.
• Shadow employees across the organization to understand their current service delivery models.
• Establish and maintain key relationships with the business units to ensure technology requirements are met.
• Work with departments to help navigate the request for proposal (RFP) process.
• Provide training to the corporation on City best practices and legislated requirements.
• Assists in integration of, and communication between, software solutions.
• Mentor others in areas of expertise, including current technologies, systems, business practices, and standards.
• Act as a liaison and/or champion for the business units within ITC to assist in the adoption and integration of new technology solutions.
• Convey business requirements to and works within the ITC team to design and propose innovative solutions to meet business needs.
• Create and maintain thorough, clear, and accessible documentation for business processes, project workflows, and operational procedures, ensuring information is easily understood by diverse audiences.

MANDATORY EDUCATION & EXPERIENCE
• Grade 12, G.E.D., C.A.E.C., or Mature High School Diploma.
• Post-secondary certification, degree or diploma in Information Technology, Business Administration, Project Management or related field from a University, College or Technical School.
• Hold and maintain a Class 5 Province of Manitoba Driver’s License.
PREFERRED EDUCATION & EXPERIENCE
• Certified Business Analysis Professional (CBAP) or equivalent is an asset
• Certified Associate in Project Management (CAPM) or equivalent is an asset
WORK CONDITIONS
PHYSICAL CONDITIONS
The duties of this position are carried out in an office environment.
Sits at a desk using keyboard and office equipment (daily).
Uses fingers, hands, arms, shoulders to set up and manipulate computer components (daily).
Operate a motor vehicle in all weather conditions (occasionally);
Lift and/or move up to 50 lbs (occasionally).
PSYCHOLOGICAL/STRESS CONDITIONS
The workload and environment do not generally increase the employee’s emotional or stress levels.
Interruptions and requests from multiple areas (daily).
Changing priorities and continuous demands (daily).
Required to assess, learn, and apply new technologies and processes (frequently).
Short periods of intense concentration while researching projects (frequently).
Deal with upset customers or employees on phone or in person (occasionally).
WORK CONDITIONS
This position requires working independently and as part of a team providing support to a variety of people.
Wide variety of tasks requiring ability to manage multiple unrelated projects and make independent decisions (daily).
Self-motivated and quality driven to perform independent projects (daily).
Work in a shared and consultative manner with other employees (daily).
