Director of Finance

Overview

On behalf of our client, Roseau River Anishinabe First Nation, we are seeking a Director of Finance to join their team located in Roseau River, Manitoba, about 98 kilometers south of Winnipeg, Manitoba. Roseau River Anishinabe First Nation is a member of the Dakota Ojibway Tribal Council and focuses on providing opportunities to help their community, youth, families, and elders. The incumbent is not required to relocate to Roseau River.

Reporting to the Executive Director as the most senior financial advisor, the Director of Finance plays a critical role within the organization and is responsible for the overall direction and leadership of the financial planning functions, capital and debt management, budgeting and financial reporting. This position is accountable for developing standards and objectives and performance and continuous improvement of the financial planning processes and efficiencies.

KEY RESPONSIBILITIES

Strategic, Financial and Operational Planning:
• Monitor the financial health of Roseau River Anishinabe First Nation
• Develop, implement and monitor financial policies, procedures and standards
• Complete and communicate monthly, quarterly and annual financial reporting, variance reporting and forecasting
• Coordinate, develop and monitor budgets, including the operating and capital budget planning
• Ensure compliance with local, provincial, and federal budgetary reporting requirements.
• Participate in developing the strategic plan to advance the First Nation’s mission and objectives, and to promote revenue, profitability, and growth of the band
• Translate the strategic plan for financial planning and accounting into operational plans and communicate these objectives to all employees
• Develop and implement a reporting process that assesses performance against the plan
• Coordinate the year-end audit process including the review and/or preparation of working papers, schedules, analyses and other required documentation
• Manage and work effectively with financial banking and external professional relationships

Leadership:
• Develop and maintain a positive culture and environment that is aligned with the First Nation through the facilitation of teamwork, effective change management, and ongoing and immediate conflict resolution
• Provide direction, mentor, and coach, and lead direct reports to achieve the desired outcomes
• Present and train staff on policies, procedures and best practices related to all applicable financial areas
• Attend Chief and Council board meetings as required

Qualifications

SKILLS AND QUALIFICATIONS

• Completion of recognized accounting designation (CPA) in good standing is required
• Minimum of 5 years of experience in progressively senior management level financial positions
• Knowledge and experience in a First Nations organization would be an asset
• Knowledge and experience working with trust settlements would be an asset
• Must have exceptional financial planning, analysis and reporting skills and strong sense of organizational structure
• Strong organizational, time management and problem solving skills
• Excellent oral and written communication skills with the ability to effectively communicate with others
• Detail oriented with excellent analytical and technical skills
