Introduction
The Manitoba Human Rights Commission is an independent agency of the Government, responsible for administering The Human Rights Code. The Commission takes complaints of discrimination, investigates them and determines if there is sufficient evidence that The Code has been contravened to warrant a public adjudication of complaint. The Commission also offers mediation services as part of the complaint process and conducts human rights education programs across the province.

Duties:
The Bilingual Human Rights Officer- Intake/Early Resolution delivers front line service to members of the public in both Official Languages. They provide information to the public about The Human Rights Code and human rights principles by analysing often complex situations to identify possible violations of The Human Rights Code. They are the first point of contact in the complaint process which involves interviewing and gathering information necessary to file a complaint. They also engage in early resolution discussions, to help parties resolve human rights issues without needing to file a formal complaint.

Qualifications

Essential:
Related post-secondary education (e.g. social sciences, law, human rights, etc.) or a combination of education and experience may be considered
Experience responding to inquiries from the public via phone, email, letter and/or in person
Ability to interview and gather relevant information related to complaints
Ability to interpret or apply legislation
Ability to interpret complex situations and provide appropriate recommendations and/or referrals within specific policies and/or legislation
Ability to organize, prioritize work assignments and work under pressure to meet workload demands and deadlines
Effective interpersonal skills
Ability to work in a team environment
Excellent French verbal communication skills
Excellent French written communication skills
Excellent English verbal communication skills
Excellent English written communication skills
Experience with Microsoft Office, including Word and Outlook or equivalent programs

Desired:
Experience dealing with diverse members of the public, including vulnerable persons
Knowledge of The Human Rights Code and related legislation
