Administrative Assistant (Receptionist) for the RM of Cornwallis

Overview

Located in southwest Manitoba, Cornwallis Municipality surrounds the city of Brandon and is home to approximately 4500 people all located throughout a combination of several densely populated areas in the north, as well as scattered agricultural settlements to the south.
Reporting to the Chief Administrative Officer, the Administrative Assistant is the first line of contact for ratepayers and is responsible for providing clerical services including the day-to-day input of financial transactions and procedures. The Administrative Assistant is the receptionist who is accountable for ensuring the information and service needs of ratepayers who phone or visit in person are accommodated promptly and courteously and providing other clerical/administrative support as required.

Responsibilities:
• Ability to work independently or as part of a team in a fast-paced environment;
• Able to prioritize work to meet deadlines that are established weekly and monthly;
• Answers incoming calls, screens calls, determines appropriate referral from information provided, connects calls to correct referral, and forwards to voice mail or takes messages when unable to make contact with the referral;
• Answers routine questions over the telephone and in person concerning municipal operations;
• Performs reception duties, assessing, processing and completing payments, applications regarding board of revision, utilities, taxes, TIPP applications, dog/cat licenses, lottery licenses, donations, etc.;
• Types a variety of documents from copy, rough draft and/or previously prepared data;
• Sorts and opens mail, date stamps, and file/distribute accordingly;
• Maintains databases and spreadsheets as assigned;
• Creates files for the paper and electronic filing system;
• Responds in writing to general inquiries received off the general information email address and/or refers the inquiry to the appropriate contact;
• Assist the Municipality in providing emergency services. Duties assigned during an emergency may differ from regular duties;
• Performs other related duties as assigned.

Qualifications

Preference given to those with:
• Municipal accounting knowledge background
• CMMA (Certificate in Manitoba Municipal Administration) designation or willing to enroll in the program at the Municipality’s expense
• Experience or willingness to learn customized software programs, as the municipal industry uses multiple computer-based platforms
• Working knowledge of Munisoft Municipal software and Allnet Meetings
• Experience with Microsoft Office 360

Conditions of Employment:
• Must be legally entitled to work in Canada
• Must be bondable; as the successful candidate is responsible for taking the cash deposits to the financial institution and maintaining the cash drawer balances are accurate.
• Must provide and maintain a satisfactory Criminal Record Check with Vulnerable Sector Search
• Must have and maintain a valid Class 5 Manitoba Driver’s License

Working Conditions
• Office hours are 8:30-12:00, 1:00-4:30 = 7 hours a day
• Competitive salary based upon qualifications and experience. Starting hourly expectations should be between $20.00-$25.00/hour ($36,400-$45,500 annual salary).
• 6 month’s probation, then entrance into a comprehensive municipal benefits package including pension, dental & vision, extended health benefits, life & disability insurance:
o Pension - Contribution formula: 8.3% match of pensionable earnings up to the YMPE, plus 9.5% matched pensionable earnings in excess of the YMPE
o Insurance – Breakdown of coverage: Blue Cross - Municipality 100%;
Basic Life Insurance - Municipality 33% Employee 67%,
Disability Insurance - Municipality 50% Employees 50%.
Employees also have the option to enroll in Accidental Death and dismemberment Insurance, Family Life Insurance, and Optional Life Insurance at 100% Employee costs. PST applies to all optional insurances as well as Basic Life Insurance.
• Time-based benefits of:
o Sick Leave - One and one-half days per month of service with a maximum accumulation of up to 150 days, no cash value;
o Vacation Leave – Accrual rates are as follows: Less than Two years of service = 2 weeks, Two to Five years = 3 weeks, Five years to Fourteen years = 4 weeks.
