Rate of Pay: $64.07 – $70.36 per hour. (2025 Rates)

PURPOSE OF POSITION

The Training Officer is responsible for ensuring that the Brandon Fire and Emergency Services training needs are identified and met by responding through monitoring, developing, coordinating and ensuring the safe and effective delivery of such training. Areas to be covered include firefighting, fire prevention, EMS, Community Paramedicine, rescue and safety. The Training Officer is also responsible for ensuring that all Incident Commanders are aware of, and trained, in BFES’s safety regulations and procedures.

TYPICAL DUTIES AND RESPONSIBILITIES
• Identify the training needs of the Department;
• Monitor, develop, coordinate and ensure the safe and effective delivery of Brandon Fire and Emergency Services training;
• Develop staff to deliver training programs at the Shift level;
• Ensure all services delivered are in compliance with appropriate legislation;
• Respond to emergency incidents to help identify and assess training requirements, provide command support and act as overall Scene Safety Officer;
• Assist in the monitoring of Department activities to ensure compliance with all safety protocols and guidelines outlined in General Operating Guidelines and compiles reports to the Chief on these activities;
• Assists in the development of General Operating Guidelines that relate to all phases of services delivered and safety of personnel delivering said services;
• Liaise with the Department’s community partners to provide input and feedback to and from administration and staff;
• Develop, implement and monitor a quality assurance program which will be used to evaluate all standards provided by the Department;
• Represents the Department on a variety of Boards and Committees, as directed by the Fire Chief;
• May sit as a member of the Department recruitment team as directed;
• Develop strategic relationships with internal/external agencies for the effective delivery of training and development;
• Maintain supply inventory, which may involve obtaining quotes and testing of new products;
• Assist with the testing and purchasing of equipment and products;
• May be required to assist in 911 staff training as required;
• Performs other related duties as assigned or required;
• May participate in “after emergency” critiques;
• May be required to perform public education duties such as presentations, seminars etc.;
• Attend Officer Meetings as required.

MANDATORY QUALIFICATIONS & EXPERIENCE
• To be considered for this position applicants must have a minimum of (8) or more years of service as a firefighter/paramedic.
• Must have successfully completed the following courses from the Manitoba Emergency Services College or equivalent courses from an accredited Emergency Services Training College:
• Firefighting Practices, Level l and ll (NFPA 1001)
• Hazmat Operations (NFPA 1072)
• Incident Command 100
• Emergency Service Instructor Level 1 (NFPA 1041)
• Fire Inspector Level I (NFPA 1031)
• Certificate in Fire Service Leadership from Dalhousie University
• College of Paramedics of Manitoba License
• ACLS Certification
• Demonstrated initiative through past participation in special projects (i.e. community involvement, committees, special teams)

PREFERRED QUALIFICATIONS & EXPERIENCE
In the event you do not currently have the following courses you will be required to obtain them at the direction of the Chief of Emergency Services.
• Emergency Service Instructor Level 2 (NFPA 1041)
• Fire Department Safety Officer (NFPA 1521)
• CPR Instructor Certification
• Incident Command 200
• Hazmat Technician (NFPA 1072)
• Fire Officer 1 (NFPA 1021)
• CISM Basic
• Other job-related courses as determined by the Chief

NOTE: The qualifications listed above as “Preferred” may become mandatory for consideration in future competitions.

SELECTION PROCESS
• The selection process will be as per the Collective Agreement.
• Candidates must ensure their availability during the competition process.

WORK CONDITIONS
The Training Officer works independently and as part of a team.
• Wide variety of weather conditions and emergency situations (occasionally);
• Wide variety of tasks requiring ability to manage multiple unrelated projects, and make independent decisions (daily);
• Work in a shared, and consultative manner, with other employees (daily);
• Reports to the Deputy Chief.
