Position Conditions:
• This full-time, permanent position will be offered in accordance with conditions identified in the Collective Agreement between the City of Brandon and CUPE Local 69. First consideration will be given to current City of Brandon CUPE employees. The City of Brandon reserves the right to underfill this position.
• The successful applicant must maintain legal eligibility to work in Canada. If the successful applicant possesses a work permit, it is their responsibility to ensure the permit remains valid.

Rate of Pay: $29.68 – $31.89 per hour (2026 Rates)

Closing Date: 11:59pm on April 17, 2026
This competition will include testing and an interview.

PURPOSE OF POSITION
The Facility Operator Level III accepts the designation of Chief Engineer for the Sportsplex facility and will be in charge of the total operation of the refrigeration plant in accordance with The Power Engineers Act. They will be responsible for maintaining the proper certification required for the refrigeration plant and ensuring mechanical equipment certificates are posted as required. They will also ensure the safe and efficient operations and maintenance of the commercial pool system, heating and ventilation systems, and all other related equipment.

TYPICAL DUTIES AND RESPONSIBILITIES
Plant Maintenance & Operations
• Operates and maintains the facility refrigeration plant and boiler system in compliance with the provisions of The Power Engineers Act and regulations;
• Ensures all the refrigeration plant safety devices are fully functional in accordance with the requirements of the boiler inspector plant inspections.
• Operates and maintains various building systems such as ventilation units, dehumidifiers, air conditioning, pool filtration, chlorination and all related mechanical equipment;
• Operates and maintains ice maintenance equipment to clean natural and artificial ice surfaces;
• Performs grounds and building maintenance tasks as required, including snow removal, painting, minor plumbing, welding, carpentry and mechanical;
• Determines the need for skilled trades people to attend the facility to manage equipment malfunctions or servicing;
• Tests and treats pool water as per Manitoba Health directives to meet proper specifications and adds chemicals as required.
• Maintain detailed pool logs as per Manitoba Health directives.
• Implements maintenance operation strategic plans as directed
• Conducts or delegates regular maintenance inspections and responds to mechanical and maintenance emergencies
• Performs other duties as assigned or directed

MANDATORY QUALIFICATIONS & EXPERIENCE
• Grade 12, G.E.D., C.A.E.C., or Mature High School Diploma;
• Refrigeration Class Certificate or higher (must be obtained prior to start date);
• Hold and maintain a Class 5 Province of Manitoba driver's license (must be obtained prior to start date);
• Hold and maintain first aid and CPR certification (must be obtained prior to start date).
• Successful completion of a Criminal Reference Check including Vulnerable Sector Verification and Child Abuse Registry Check (must be obtained prior to start date).

PREFERRED QUALIFICATIONS & EXPERIENCE
• Two (2) years’ experience operating and maintaining a physical plant.
