Position Conditions: This is a full-time, permanent position of 36.25 hours per week. It will be offered in accordance with conditions identified in the Collective Agreement between the City of Brandon and CUPE Local 69. First consideration will be given to current City of Brandon CUPE employees. The City of Brandon reserves the right to underfill this position.
Rate of Pay: $45.10 per hour (2026 Rates)

This competition will include testing and an interview.
PURPOSE OF POSITION
The Infrastructure Design Technologist provides technical leadership in the design phase of infrastructure projects by overseeing the preparation of detailed drawings and models. Working collaboratively with senior engineering staff, project managers, technicians, and field personnel, the role supports efficient infrastructure delivery, maintains design standards, and ensures infrastructure records effectively support long-term asset management and capital planning.
TYPICAL DUTIES AND RESPONSIBILITIES
Design Development
Prepares engineering drawings, plans, profiles, sections, details, diagrams, thematic maps, charts and design standards, with a range of size and complexity for municipal infrastructure projects, including water, wastewater, stormwater, roads and related works;
Operates computer-assisted drafting equipment and develops Civil 3D design models to support constructible infrastructure projects;
Interprets and incorporate review comments from senior engineering staff in accordance with City servicing standards ;
Develop, implement and maintains CAD standards, templates and workflows
Ensures CAD standards integrate with GIS and asset management systems for lifecycle tracking of new infrastructure;
Assists senior engineering staff with the preparation of base data forstormwater, sanitary and water network hydraulic modelling;
Manages time effectively, plans work, and deliver outputs for multiple concurrent projects
Support the Engineering Chargehand in planning design work for technicians and technologists.
Communicates with engineering and field staff to provide site-specific drawing information and clarify project requirements;
Identifies physical interferences in proposed designs and notifies design staff to resolve conflicts;
Supervises and trains technicians, technologists and seasonal staff in the use of CAD software and design practices;
Communicates effectively with survey crew(s), inspectors, project managers, and senior engineering staff regarding project progress, problems, change requests and job completion;
Coordinates and assists personnel from other City of Brandon departments with design services and coordination of projects;
Prepares quantity take-offs and Bills of Materials (BOMs) from design drawings to support capital cost estimates, budgeting, tender preparation, and project planning.
Conducts site visits and field reviews, as required, to verify existing conditions and ensure design accuracy and constructability.
Data Collection and Data Management
Imports, reviews and integrates field collected data and/or as-built data to support the creation of models and plan preparation;
Develops and implements procedures for the collection and maintenance of infrastructure asset information;
Maintains files and records in accordance with City record-management standards;
Responsible for the safe handling, maintenance, and use of survey and data collection instruments;
Supervises or conducts field surveys of topography, soils, drainage and water supply systems, road and highway systems, buildings and structures to provide data for engineering projects;
Updates GIS database based on as-built information provided by internal and external engineering staff;
Aids in review of asset assessment data and the development of capital projects based on that data;
Aids in work planning for GIS summer students;
Other duties as assigned.

MANDATORY QUALIFICATIONS & EXPERIENCE
Grade 12, G.E.D., C.A.E.C., or Mature High School Diploma;
Diploma in Civil Engineering Technology;
Hold a Certified Engineering Technologist (C.E.T.) Designation;
Proficient use of CADD equipment and software (AutoCad; Civil3D);
Must possess a valid and subsisting Class 5 Province of Manitoba driver’s licence;
Any additional certification required under Provincial guidelines and legislation.
PREFERRED QUALIFICATIONS & EXPERIENCE
Membership in or ability to acquire membership of the Engineers and Geoscientist of Manitoba (EGM) as an Engineer in Training (EIT)
Minimum five (5) years’ experience working in an engineering environment;
Experience in use of survey data collector apparatus, including Total Stations, GPS and data collectors;
Experience in use of ESRI suite of software (ArcView/ArcMap);
Experience in use of desktop computer applications (Excel, Word);
Eligible for additional certification as duties require.

The Infrastructure Design Technologist works independently and as part of the team providing support to a variety of people.
Self-motivated and quality driven to perform independent projects (daily);
Wide variety of tasks requiring ability to manage multiple projects and make independent decisions (daily);
Work in a shared and consultative manner with other employees (daily);
May be necessary to travel throughout the City and visit various facilities or work sites in all types of weather conditions (daily);
Long hours of work during construction season, including evenings and weekends (occasionally).
