Position Conditions: This is a full-time, permanent position of 36.25 hours per week. This position is not part of a collective agreement and is open to all interested parties. The City of Brandon reserves the right to underfill this position.

Rate of Pay: $33.16 - $35.78 per hour – (2025 rates)
Closing Date: Open until filled.
This competition may include testing and an interview.

PURPOSE OF POSITION

As part of a team, the Payroll Administrator is responsible for processing the bi-weekly payroll for the hourly and salaried employees of the City of Brandon and partner agencies.
TYPICAL DUTIES AND RESPONSIBILITIES
• Processes all incoming time sheets/reports, verifies hours and discusses discrepancies on reports with supervisors if needed.
• Calculates earnings, special payments, and benefits for the biweekly payroll.
• Computes deductions such as income tax, employment and other insurances, union payments, medical and pension plans, bond purchases, garnishments, charitable donations and other special allowances and taxable benefits.
• Calculates the prorating of accruals such as vacation time and stat banks.
• Prepares remittances for government, benefit providers and union associations.
• Distributes bi-weekly payroll statements.
• Prepares and distributes accounts payables to appropriate organizations on behalf of deductions withheld from employees’ pay cheques.
• Prepares and forwards accounts receivables for payroll services performed for arms-length organizations and unions.
• Reconciliation of various general ledger accounts and preparation of journal entries as they pertain to payroll.
• Prepares, prints, and distributes various daily, weekly, and/or monthly payroll reports to appropriate people.
• Maintains records pertaining to employee information, including new hires, rates of pay, deductions, employment dates, addresses, and entering data into the computer system.
• Researches and resolves payroll queries/issues.
• Trains and monitors City staff on the coding and inputting of bi-weekly payroll information.
• Works with Information Technology to establish and maintain computer systems to record and produce payroll information and monitor/test new program releases to ensure appropriate service is maintained.
• Prepares Records of Employment, government reports, surveys, and pension reports as required.

• Responsible for administering the annual Canada Savings Bond Campaign.
• Prepares for year-end balancing and reporting.
• Prepares annual T4 and T4A information, produces and distributes T4 and T4A documentation.
• Responds to enquiries/requests relating to Payroll from employees, supervisors, government agencies and the public, both in person and by telephone.
• Prepare ad hoc employee payroll reports to managers.
• Verifies the data approved by managers on employee Staff Change Notices to ensure accuracy.
• Follows government legislated deadlines for various remittances and reports.
• Responsible for paying over 700 employees and $1.6 million in gross wages biweekly.
• Makes adjustments to employees’ income, deductions, and benefits as necessary.
• Follows up with managers who are late approving employee timesheets
• Provides information to collective agreement bargaining teams.
• Accepts cash payments from employees for benefits and insurances while on a leave of absence.
• Develops, recommends, documents, and coordinates the implementation of GOG’s, policies, and procedures to ensure the efficiency and effectiveness of payroll functions.
• Calculates continuous seniority dates
• Calculates retroactive pay and other salary adjustments.

Qualifications

MANDATORY QUALIFICATIONS & EXPERIENCE
• Grade 12, G.E.D., C.A.E.C. or Mature High School Diploma

PREFERRED QUALIFICATIONS & EXPERIENCE
• Payroll Compliance Practitioner (PCP) certification;
• Course work in general accounting practices;
• Three (3) years’ experience administering a computerized payroll program.
