Introduction
The Department of Families is looking for qualified candidates to fill the positions of Placement Coordinator & Resource Coordinator within the Branch of Winnipeg Child and Family Services. The Winnipeg Child and Family Services (WCFS) Branch provides a comprehensive continuum of child protection and family support services in Winnipeg in accordance with the Child and Family Services Act and the Adoption Act. WCFS partners with the community to provide supportive and preventative services to families, provides protection services to children at risk of abuse and neglect, provides basic and specialized placement services to meet the needs of children in care and provides adoptive and post adoptive services along with guardianship responsibilities to children, youth and families when reunification is no longer an option.

Qualifications

Conditions of Employment:
Must be legally entitled to work in Canada
Must possess and maintain a satisfactory Criminal Record Check with Vulnerable Sector Search.
Must provide a satisfactory Child Abuse Registry Check and Adult Abuse Registry Check.
Must have a valid a Class 5F Driver's Licence and access to a vehicle as required.
Ability to travel within Manitoba as required.
Qualifications:
Essential:
Post secondary in Social Sciences (Bachelor of Social Work preferred) other combinations of education and experience may be considered.
Experience working with and/or a thorough understanding of child and adolescent development and behaviour including the effects of abuse and neglect.
Experience working with children and youth with high needs, who are vulnerable and at high risk.
Experience with community resources that develop and enhance parental competencies, aiming to reduce or prevent incidents of abuse and neglect.
Knowledge of Provincial Placement options available to children/youth, as well as an understanding of the community support services.
Ability to assess and make recommendations to determine suitable placement options for children and youth.
Ability to work with a culturally diverse population.
Strong interpersonal skills with the ability to engage and establish working relationships with children, families, co-workers and collaterals.
Strong analytical and problem solving skills with the ability to make sound decisions under pressure.
Strong time management and organizational skills with the ability to prioritize competing workload demands and meet time sensitive deadlines.
Effective verbal communication skills with the ability to communicate information to all levels of the team & organization.
Excellent written communication skills with the ability to create a variety of documents and reports for various audiences.
Proficiency working with Microsoft Office Suite (Excel, Word, and Outlook) or similar software applications.
Desired:
Proficient in database systems such as: CFSIS, STEP, Microsoft Access, etc.
Knowledge of community placement resources.
Duties:
As a Child and Family Services Placement Coordinator you will report to the Unit Supervisor. The Placement Coordinator is responsible for seeking alternative placements for children and youth who are in the care of Winnipeg Child and Family Services (WCFS). The incumbent will also be responsible for matching children's specialized needs based on the skills and abilities of the available placement resource. This requires performing a placement needs assessment, reviewing available options, and matching the available resources to the child's needs. The Placement Coordinator directs and co-ordinates placement and discharge of children and youth into and from resources on a planned or crisis basis. This includes placement in foster homes, emergency foster homes, specialized treatment homes, residential care, and EPR Shelters. The Placement Coordinator is also responsible for maintaining a caseload of children and youth who are requiring placement, as well as updating the list of available foster home beds within WCFS. The Resource Coordinator assists the managing case worker in providing a range of quality services to families and children that are goal oriented and time limited. The primary objective is to develop and enhance parental competencies that lead to healthy family dynamics. The Resource Coordinator is responsible for monitoring, evaluating, and assessing service delivery in order to ensure that the families’ goals are being achieved.
