Position Conditions: This is a full-time, permanent position of 40 hours per week and will be offered in accordance with conditions identified in the Collective Agreement between the City of Brandon and CUPE Local 69.
Rate of Pay: $26.54 - $40.10 per hour (2025 Rates)
Closing Date: 11:59pm on May 29, 2025.
This competition will include testing and an interview.
PURPOSE OF POSITION
To participate as part of a working team that operates a variety of equipment and machinery and performs the tasks required for the safe and efficient operations of the City’s Underground Utilities section.
TYPICAL DUTIES AND RESPONSIBILITIES
• Operates a variety of equipment which may include a sewer jet, front end loader, rubber tire or track excavator, CCTV van, tandem, tractor trailer combination low bed or end dump, boiler truck etc.
• Operates an excavator/backhoe to dig excavations in the maintenance of utility maintenance and repair;
• Installs and operates special attachments for the equipment;
• Assists in loading, unloading and transporting of equipment or drives equipment to the work site;
• Performs equipment servicing tasks such as cleaning, lubricating and refuelling equipment, makes minor adjustments or repairs or requests repairs as required;
• Performs work from site drawings and observes reference stakes, hand signals, oral and written directions;
• Performs manual tasks as required or assigned including using an jackhammer to excavate and repair the water and sewer systems and handling sections of pipe, cribbing and construction tools;
• May direct other employees involved in the maintenance, installation and repair of water mains and services, domestic and storm sewers;
• Performs all duties using safe work practices and ensuring work conditions as required by the Workplace Safety and Health Act and City of Brandon safety regulations are met and maintained;
• Maintains records required in the Utilities operations including records such as hydrant inspections, valve inspections, sewer maintenance and those required for materials, equipment hours, mileage, etc;
• Performs manual readings and operates Meter Reading System equipment for automated water readings;
• Assists with the installation, servicing and replacement of large and small water meters;
• Help operate equipment required for thawing of water services;
• Testing water services for leaks and performing required follow-up, investigating complaints concerning water pressure and quality, ensure security seals and by-passes are in accordance with section policies.

MANDATORY QUALIFICATIONS & EXPERIENCE
• Grade 12, G.E.D., C.A.E.C., or Mature High School Diploma.
• Must possess a valid and subsisting Class 3 with Air Endorsement Province of Manitoba driver’s licence;
• Hold or obtain within eighteen (18) months of appointment, Level 1 Certification in Water Distribution and Wastewater Collection.
• Water Distribution O&M & O&M Wastewater Collection – Volume 1 from California State University, Sacramento, within twenty-four (24) months of appointment
• Hold or obtain within thirty-six (36) months of appointment Level 2 Certification in Water Distribution and Wastewater Collection.
• Hold or obtain within seventy two (72) months of appointment Level 3 Certifications in Water Distribution and Wastewater Collection.
• Required to obtain all certifications required by provincial regulations;
• Minimum of two (2) years’ experience operating equipment, such as sewer jet, front end loader, rubber tire or track excavator, CCTV van, tandem, tractor trailer combination low bed or end dump, etc.;
• Experience operating equipment digging excavations in the maintenance of underground installations.
PREFERRED QUALIFICATIONS & EXPERIENCE
• Possess a valid and subsisting Class 1 with Air Endorsement Province of Manitoba driver’s license.
WORK CONDITIONS
The Underground Utilities Operator works independently and in a team environment.
• Work in a shared and consultative manner with other employees (daily);
• Self-motivated and quality driven to perform independent projects and facilitate team goals (daily);
• Necessary to work in all types of weather conditions (daily);
• Works in areas of confined space, heights, unpleasant noise levels, dusty environments, large insect areas, and adverse odours (daily);
• Must be available to work varying shifts and overtime and call outs (frequently);
• Responsible to the Underground Utilities Chargehand, or designate.
