Qualifications

Conditions of Employment:
Must be legally entitled to work in Canada
Ability to travel by land or by air internationally
Manitoba Class 5 Drivers' License
Must have and maintain the ability to communicate fluently in English and French
Qualifications:
Essential:
Post-secondary education (preferably at the graduate level) in social sciences, international relations, public administration, economics or other related business discipline. An equivalent combination of education, training and relevant experience may be considered.
Experience presenting to senior leaders for the purpose of decision-making.
Strong political acumen, including understanding the implications of decision making on stakeholders, management of complex/sensitive topics, and awareness of political sensitivities.
Excellent time-management skills, demonstrated by experience simultaneously managing multiple projects and competing priorities.
Experience translating strategic priorities into clear operational plans.
Strong written communication skills with experience drafting and reviewing analytical/decision-making documents, such as briefing materials, reports and authority seeking documents.
Experience with strategic performance management and measurement systems.
Strong interpersonal skills with the ability to establish and maintain positive and effective working relationships with a wide variety of internal and external stakeholders by building rapport to obtain objectives and resolving conflict as required.
Excellent English verbal communication skills.
French verbal communication skills.
French written communication skills.
Desired:
Experience working with market intelligence in a field related to foreign direct investment and/or trade.
Experience providing direct or indirect supervision of team members, including ensuring the quality of work through coaching.
Duties:
The Investment and Trade Division advances economic growth by providing research, analysis, and policy advice to enable evidence-based strategic approaches to investment attraction, industry cluster, and export development. The Bilingual Investment and Trade Analyst provides evidence-based analytic support and advice on a range of complex policy and program issues related to economic development, foreign direct investment, and export development. The position works with a range of stakeholders including governments, economic development and industry partners, to research and leverage market intelligence to drive a proactive and strategic approach to foreign direct investment, and export-focused activities for Manitoba.
